You will need your passport before you apply for your Hong Kong Student VISA. The application for this VISA should be provided by City University. What usually happens is that you fill out the application they provide then send it to City University. City University will then append their required information, along with the processing fee, and then send it to the proper Hong Kong authorities to have it processed. The VISA process alone can take upwards to a month or more. Keep in mind it takes between seven to ten days for mail to travel between Hong Kong and Oregon. It's also a good idea to send your completed VISA application via registered mail, or possibly with insurance. Once you arrive at City University, you will be asked to reimburse City University for the VISA processing fee.
