WORK HOURS: 8:00 a.m. to 5:00 p.m., Monday through Friday, plus occasional evening meetings

POSITION DESCRIPTION: The Salem Fire Department is seeking an Analyst to serve as fiscal officer responsible for monitoring Department revenues and expenses and performing yearly budgetary functions. This position prepares the Department's final annual budget and the Department's Capital Improvements Program documents. As an active member of the management team, the work involves analyzing and overseeing Department programs; making recommendations on operations and/or administrative work productivity systems; participating in policy and direction decisions, and ongoing analysis of various department functions. The work also involves supporting specialized studies; evaluation of policies, processes and procedures affecting the Department; program development and service evaluations; representing the Department on policy matters or sensitive political or community issues and participating on committees. Additionally, the fiscal officer is responsible for coordinating budget request information, compiling information, oversight and supervision of department's purchasing and contract processes, working with the management team to prioritize budget information, planning for Department equipment and facilities; defining problems or issues, conducting research, presenting reports to City Council, other agencies, at legislative hearings; and other related work as required.

REQUIREMENTS: Candidates must have a thorough understanding of municipal budgeting and cost management, coupled with a knowledge of systems and financial operations; four-year degree in public or business administration, or equivalent experience and training providing considerable knowledge of the practices and principles of business, public administration including revenue development and cost accounting techniques. Candidates must possess thorough knowledge of organizational and management analysis, understanding of public agency constraints and opportunities, and considerable knowledge of the functions of municipal government. This - position will require the ability to communicate effectively orally and in writing, skill in presenting information and representing the department with other agencies; ability to work with a wide variety of clients and staff, to exercise resourcefulness and tact in conducting studies, preparing and explaining recommendations and assisting in the implementation of revised or new programs and procedures; ability to multi-task and remain focused in an environment with multiple interruptions; and possess skill in the use of personal computers and software including spreadsheets, word processing and data management. Experience using Oracle 11i software for financial management is desirable.
